How do I clean broken gl off the ground?

My friend's car windows shattered all over the gry ground. I've tried rakes and brooms. That just spread it around, and there's too much gr for that to work, and the ground is too knotty and messed up, so the shovel just catches when I try to use it. Any suggestions?
