Isn't about time that the UK Social Services were reformed, to be a truly open and accountable, by Law?

If this organisation for 'good', was just so, then they surely would have no objection for there practices to be seen to be truly open, accountable to the public (enforced by Law) and to have an independent body overlooking everything that they do? The police have the independent police complaints commission, why not a independent social service complaints commission?
