OK, so this is a problem because of the age of the text and the fact that it is British in origin. No, an embrace does not mean a kiss, necessarily. This could simply mean a hug. It woud have been considered improper to hug a women, especially one not related to you and especially in that time. Making love did not mean , this was more like flirting.
